Abstract
As part of the budgetary reform strategy, the Commission (IWC) and its subsidiary bodies (including the Scientific Committee [SC]) are transitioning to a zero-based approach to budgeting. Zero-based budgeting is a method of budgeting in which all expenses must be justified for each new period. The process of zero-based budgeting starts from a ‘zero base’, and each activity is considered based on its merits and costs. In addition, due to budgetary constraints, the IWC decided to move to a biennial SC meeting schedule. In developing budgets, the biennial SC meeting schedule needs to be considered to ensure critical work can still be delivered even without a full SC meeting every year. The purpose of this document is to inform the Committee on the new budgeting process and to provide guidance on how to develop a zero-based budget.
