The paper provides an update on the activities progressed by the IWC?s Bycatch Mitigation Initiative (BMI) since SC69A. In 2023, the Bycatch Expert Panel (EP) membership was renewed following the process outlined in the Bycatch EP Terms of Reference. Twenty-three nominees were selected for the core EP, including 14 former members and 9 new candidates. An additional five members were included on a correspondence group for consultation on specific issues. The paper presents the progress of the BMI workplan 2021-2024. It highlights that in 2023 the first stage of the Pilot Project in Peru was done, an external consultancy carried out a synthesis and gap analysis of existing information on cetaceans, fisheries and their interactions at two fishing regions in Peru. Details of the first steps of the implementation of IWC?s capsule in the Common Oceans ABNJ Program ? Tuna project are included, as well as on the participation in the project ?Coordinated Development and Implementation of Best Practice in Bycatch Reduction in the North Atlantic region? (CIBBRiNA project). It mentions that the Bycatch coordinator has followed-up on associated projects (e.g. Chile-Lenfest project) as well as collaborated with other organisations (e.g. working groups on bycatch and fund-raising of the Consortium for the Conservation of the Atlantic Humpback Dolphin, and events organized by the Ghana Marine Mammal Network). Besides, with members of the EP, trainings on the Bycatch Risk Assessment toolbox (ByRA) have been organized as requested. Based on the progress achieved so far and the BMI?s Strategic Plan, a new workplan for the period 2025-2028 will be developed in 2024. Finally, it is requested to the HIM sub-committee and Scientific Committee to advice on emerging issues and priorities that should be included in the upcoming BMI?s workplan.

Abstract

The IWC?s Bycatch Mitigation Initiative (BMI) is currently implementing its 2021-2024 workplan. This report updates on the activities progressed under the workplan since April 2023 SC96A meeting (e.g., bycatch pilot projects, capacity building, implementation of IWC?s capsule project on the Common Oceans ABNJ Program - Tuna project, and other associated projects), and includes information on the finalised Expert Panel membership review. The sub-committee is invited to review and provide any feedback to the Bycatch Coordinator and Secretariat, in particular regarding the review of current workplan and the drafting of the 2025-2028 workplan. The IWC encourages collaboration with the BMI and with other representatives from SC and CC in addressing the various cetacean bycatch challenges around the world.
