There is a need for a global database and the development of such database is valued by the SC, CC, and others outside the IWC. The paper provides an overview of the purpose of the database by summarising current data holdings as well as current and future data use. The paper outlines the steps to develop a data management framework to implement a global strandings database and recommends next steps be taken to continue planning the development of the database.
